I have a plumbing question?

the speed of the water flow through a pipe carrying the municipal water has is now less unless the erect steel pipe is pulled down till the ground......the closer the pipe to the ground, more forcefully water ejects from the pipe. What could the reason for this problem be? Thank you and Sorry if my English is improper.
