In Germany, far-right conservatives are making electoral gains. Is this cause for alarm?

Groups like the neo-nazi-esque NPD are making statistically significant gains in elections lately. Are we looking at a resurgence of the far-right in Germany, and should we be watching them to make sure they don't try installing another dictator?
